Ocala hires architect to design community center named for longtime councilwoman - Ocala News

Plans to build a community center named for a longtime City Councilwoman are moving full speed ahead.

Councilmembers recently agreed to spend $885,650 for architectural services related to the Mary Sue Rich Community Center at Reed Place. The facility will be located at the site of the old Royal Oak Charcoal Plant. The decision to name the center in honor of Rich came at her final City Council meeting on Dec. 3, following her decision not to seek re-election after serving 24 years.

Rich sat in a wheelchair in the audience and smiled as Kathy Crile, Ocala Recreation and Parks Director, recalled her 24 years of service. Crile reminded those in attendance that Rich had led the charge to develop the community center for the purpose of enhancing the quality of life for Ocala residents.

“Councilwoman Rich has been a tireless advocate for all of Ocala,” Crile said shortly before those in attendance erupted into a long round of applause. “She sees a need for West Ocala residents to have ready access to health, wellness and social opportunities at a high-quality facility. Her vision is a multi-purpose center that can serve the entire family unit, across multiple generations and all walks of life.”

The city received 15 proposals from architectural firms interested in designing the new center, which will provide area residents with “access to health, wellness and social opportunities.” The list was pared down to five choices, with Ohlson Lavoie Corp. of Orlando receiving the highest score from a selection committee.

This architectural design shows a possibility for the interior portion of the Mary Sue Rich Community Center at Reed Place.

The company’s proposed design has an estimated construction cost of $9.4 million. The inclusion of its design fees brings the total price of the project to $10.3 million. Final documents are scheduled to be delivered by May 2020, with the construction phase of 12-14 months to begin a short time later.

The four other design firms that were considered were Straughn Trout Architects LLC of Lakeland; KBJ-L&B Architects LLC of Jacksonville; Little Diversified Architectural Consulting Inc. of Charlotte, N.C.; and Borelli & Partners Inc. of Orlando. Straughn Trout Architects LLC ranked second on the list, finishing 2.2 points behind Ohlson Lavoie Corp.

The architectural services will include design, structural, electrical, mechanical, plumbing, fire protection specification, interior design, civil engineering design, paving, grading, utilities, drainage, stormwater management, environmental, site permitting, landscape architectural and irrigation design, food service equipment, detailed cost estimates and renderings/models.

Ohlson Lavoie Corp.’s services also will extend into the procurement and construction phases after design is complete. The company will assist with the pre-bid meeting, question responses, bid opening, contract administration during the construction, evaluate work during construction, certify contractor payments, review contractor submittals, review/order change orders, inspect to determine substantial and final completion, and provide records to the city.

The city will wait until after the design package is received to solicit construction companies to build the community center. That decision will come before the City Council at a later date.
